1. Declare a "temporary amnesty period" for all illegal aliens in order to give them a chance to lawfully self-remove themselves from US soil (about a year), then after a set date, declare all those on US soil illegally (or entering illegally) to be "felony trespassers" subject to harsh criminal (federal or state) prosecution that includes mandatory "hard labor" sentences and deportation along with permanent barring from all future access to US soil, programs, residency, or citizenship. (Exemptions for children without parents and senior over the age of 65 only). All family members would be encouraged to reunite with their family in their home country. 2. Provide FREE bus passes to all illegal aliens who voluntarily enter deportation (passes good on any commercial carrier to any federal processing center). 3. Provide $1,000 per adult and $600 per child one time stipend for all who enter deportation voluntarily (which is much cheaper than round up costs). 4. Advertise the new law in all communities where illegal aliens are known to gather or live. 5. Seal US/Mexico border in 90 days or less by: a. Sufficiently funding all local border Sheriffs (in all border states) for border protection purposes. (The Sheriff can ensure 99% border integrity within 90 days of being fully funded (to allow time for the Border Patrol to ramp up operations over 2-5 years). b. Release National Guard to conduct any and all operations normally associated with the Border Patrol, including the aggressive hunt down and capture of potential terrorists attempting to cross the border. c. Fund entire length of high integrity border fence from California to Texas and ramp up construction to complete within 2 years. 6. Permanently maintain border security through appropriate and timely ramping up of Border Patrol forces, equipment, tools, and resources, along with significant pay and benefit raises to ensure a strong and healthy workforce. Ensure adequate and timely funding to complete mission, taking funds from the War On Terrorism accounts (as border security is part of the War on Terror, etc.). 7. Maintain current immigration enforcement levels until “temporary amnesty” period has been exhausted. 8. After “temporary amnesty” period has ended, begin aggressive sweep for illegal aliens, funneling resources from Department of Homeland Security to ensure that an average of 50,000 arrests are made each month until a notable reduction in illegal aliens can be measured and maintained (if required). 9. After initial sweep, continue to aggressively inspect and enforce employment hiring practices regarding illegal aliens—spot check employers and their employees in all counties across the US on a daily basis. 10. Triple fines and provide for mandatory jail sentences for any employer and their personnel who knowingly hire or use companies that use illegal aliens. 11. Ensure national database system and registration for all aliens who enter US soil for any purpose. 12. Provide centralized employment database (automated) that requires all employers to verify employment eligibility.
In 1954 President Eisenhower aggressively went after illegal aliens and arrested over 80,000 in four months, causing an estimated 750,000 to flee on their own. With an estimated 12 million illegal aliens in the US (according the Congress), the process might take an entire year to complete (to remove most of the 12 million). Temporary amnesty and incentive stipends will likely remove 90% within the first year while aggressive enforcement and penalties will ensure 8% are removed in the following year. About 2% may be considered outlaws and will not leave under any circumstances until caught. Normal police crime enforcement will eventually remove them from US soil.
This scenario could be created and enacted with little controversy from the majority of US voters (only a minority of illegal aliens and anarchist are likely to raise protests, but their collective voting power is insignificant compared to general public who wants rule-of-law reestablished in their communities).
