Overview

Special interests and big business lobbies give billions annually to Congress in the form of campaign financing and more so they can essentially buy favor and the laws that are ruining our country. The American people have no collective, over-powering voice or resources to make Congress listen and submit to their democratic choices (except at election time)—until now! 

The Patriot Union of America is pioneering America's first ever national referendum system that will allow Americans to create and make laws at the federal level, both with and without the aid and assistance of Congress or the White House.

Want to create term limits or restrict pay raises for Congress? Want to secure US borders from illegal entry by terrorists and others? Whatever the common interest of Americans, the PUA's National Referendum System will soon empower Americans with a legal alternative to ensure positive and timely change. 

Phase 1

Under the three phase plan, the PUA is currently gathering US citizen voters who want to participate in this new system by offering itself as the national nonpartisan, nonprofit umbrella organization to thousands of other non-profits organizations who carry US citizen voters on their membership roles, and give them the opportunity to participate in the PUA's Affiliate Member system. Affiliates will offer PUA memberships to US citizens for small annual membership fee (free to the indigent), which will entitle them to access and utilize all the great services provided by the PUA.

The idea is simple---to bring the collective strength of millions of voters under one umbrella to get certain "common good" issues resolved and made into law on behalf of all Americans---especially when Congress is unwilling or unable to do it! 

Standing as one voice and one vote on one major issue at a time, Americans, in turn, become the single most powerful lobbying group in Washington, effectively turning the tables on big business and special interests. 

Why is this needed? 

Currently, under the nation's hodge-podge system of organizations, there is no place where voters can gather in a single place and use their collective numbers and will to transform our legal system and create a better American future using democratic principles. The PUA was created for that purpose and more, and is hopeful to help Americans progress and innovate their 230 year old republic and democratic-based system into a cutting-edge, world-class example that steps closer toward new-age democracy and becomes a world-class example for nations around the globe - for how can Americans promote democracy in other countries if they cannot refine and perfect democracy in their own country? 

Our government is broken---our leaders get elected with the best intentions and promises, then go to Washington and get corrupted by special interest and big business and eventually turn a blind eye on average Americans - they ally themselves with big businesses that often hold no allegiance to the American people, America, or their collective needs. Something has to be done to stop this illness. The PUA is one great equalizer whose time has finally come. Americans need to take control of their government and the PUA is the hammer to build a stronger, more powerful house on behalf of the American people and their government! Joining the PUA is the key step for all Americans to take advantage of in acquiring this once-in-a-lifetime opportunity to retake control of their government and its leadership.

Phase 2

In phase two of the PUA plan, which is simultaneously underway, the PUA is formulating the Public Bill Initiative (PIB) system so that Americans can use their collective coming together strength and over-powering voice as voters to select key issues for debate and study, and to eventually vote on potential solutions toward having them converted into remedies that are made into federal law!

Voters will utilize encrypted Internet systems via the Public Initiative Bill Online Voting System (PIBOVS) to participate in online surveys, spending about 5 to 10 minutes per month online---that's it---the PUA does the rest of backbreaking work of preparing, disseminating, colleting, lobbying, and more! Finally, your opinion and ideas will literally count!

Once voters have selected an issue, debated, it, agreed on a solution through the PIBOVS system, the PUA will formulate a legalese bill and secure two Congressional members to sponsor it into bill making on the floor of Congress. PUA members, via the PIBOVS system, will also send a cover letter to each and every member of Congress lobbying for support of the PUA sponsored bill toward ensuring a positive outcome. PUA vote counts will be presented to Congress so that they know the public means business!

Why will Congress listen to the PUA umbrella when their majority speak out in unison and demand that new bills put in front of them be given an approval nod? Simply because the Congress knows where their bread is buttered---they either vote for and support 40 to 60 to 80 million US voters within the PUA organization [planned membership] standing with one voice or they know their political career is over on the very next election - the PUA will be publishing their vote results on PUA bills! 

And while this is a lot of effort and progress on the part of the PUA for Americans, it is still not a true national referendum system yet, but it will be...

Phase 3

Once the PUA is able to perfect and refine the PIB/PIBOVS systems on behalf of America's voters, the final phase of the national referendum system will begin. 

During this phase, the PUA will embark on permanent Constitutional Amendment that will allow the American people to create and make federal laws using the PIB/PIBOVS encrypted system, an independent (non-electronic) validation system, and a public oversight mechanism in order that Americans will be able to make federal laws and effectively bypass Congress and the President using a majority vote system. The PUA, at this point, will also be ensuring that all who participate in the PIB system are registered voters and vote certification (non-electronic) will be conducted accordingly.

With the age of the Internet before us, there is not longer any reason why Americans can not begin to participate more strongly in determining their own future and most importantly, in keeping others from stealing or derailing their futures!

If nothing else is certain, it is that status quo under a now degenerative 230 year old American system of power and politics, controlled by elites, big business, and special interest who have found ingenious ways to manipulate the system to their control, is ruining our country and our children's future! The PUA may not be the only solution toward remedying this terrible reality, but it's a great start for all Americans who, as we all do at the PUA, love America and America's children and want to protect their future---to ensure that our forefathers and military personnel did not sacrifice or die in vain!

How Does The PUA Membership Work?

1.       Hundreds of Affiliate Organizations around the US offer PUA memberships to their members and collectively help the PUA grow into the country’s largest voting coalition for the "common good"—to work on nonpartisan issues and solutions (i.e. healthcare, open borders, etc.)

2.       Each Affiliate keeps a small percentage of the PUA membership fee to help support their cause and to cover processing expenses. The PUA uses the remainder to build and keep the PUA organization running with professionals and volunteers and to provide free memberships to the indigent—all US citizens are given an equal opportunity to participate in the PUA, regardless of race, ethnicity, gender, age, state residency, or financial standing. The PUA has two classes of members: Card Carrying Members who are eligible to vote (whether registered or not), and Associate Members who are not legally able to vote in the US (regardless the reason). 

3.       All Affiliates (most of which are much smaller organizations with much smaller membership roles than the PUA's future roles), will have access to the entire PUA membership under specific rules and guidelines, and will be able to present their issues for membership discussion, vote approvals, and much more—creating a win/win alliance for all!

How Does The PIB-System Work In More Detail?

The PUA is pioneering a system of Congressional bill-making known as the Public Initiative Bill (PIB). Under this system, the Public, through their documented membership in the PUA, will help designate key issues and create official bills for submission and vote approval by Congress using the tools of the technology age—the encrypted Internet using the PIBOVS system! Here’s how the over-all process works:

1.       Each PUA member (of voter eligibility) is asked to devote 10 minutes per month to the PUA by simply going to the PUA Web site, reading some brief information, and participating in the online surveys. (Participation is optional but we hope most members/Americans will participate just 10 minutes per month).

2.       Each year, using the membership survey results, the PUA will select two major issues for the “common good” efforts to focus on.

3.       The PUA selects researchers, think-tanks, and Affiliate organizations to lend assistance in conducting research and drafting optional solutions and educational materials.

4.       Comprehensive ideas, white papers, and solutions are condensed and posted to the PUA PIBOVS Web site as surveys where PUA members provide feedback throughout the review, revisions, approval process via encrypted voting.

5.       Once a solution is decided on by the PUA membership through majority vote via online systems, the PUA converts it into legalese for Congressional bill making compliance and leadership approval to become an official Public Initiative Bill (PIB).

6.       The PIB is then presented to all members of Congress along with a signed formal letter of recommendation and support from the PUA leadership and its members, as well as Affiliate signatories (PUA Affiliates have the option of being signatories or abstaining). A copy is posted to the PIBOVS Web site.

7.       During the lobbying process, the bill may be amended by the PUA leadership and Congress but every effort to resist changes will be pursued toward ensuring the intent of the bill is maintained.

8.       The PUA and key Affiliates relentlessly push the PIB forward until it is officially read, debated, and voted on and passed in both Houses of Congress and by the President.

9.       The PUA closely monitors Congressional member responses and votes or non-votes to PIBs and  reports back to the PUA membership for their review during elections.

10.   If the PIB passes, the PUA membership celebrates across the country, knowing at least some form of democracy has been returned to the American system and that the people are still heard and still have power! 

11.   The PUA then begins work on the next issue and the process repeats.

12.   Any bill bypassed or ignored or rejected by Congress is then sent directly to the public for majority signature approval and official enactment under rule of law by new Constitutional Amendment (an amendment now currently being proposed by the PUA). A 52% US population signature vote (based on the latest Census) and statistically verified would ensure the enactment of the bill, effectively overriding Congressional and presidential authority. Votes would be collected online using national security grade encryption technologies and independently certified by either in-person or phone surveys of voters to confirm their electronic votes (using statistical sampling and analysis) in order to certify results. 

Remember—as a lobbying group, the American people are splinted into small groups (hundreds of them) which gives them little or no lobbying power. Equally, the American people have very little to offer Congressional members in the way of financial resources that big business and special interest lobbyist have, but the real power is the power of the collective vote, and when wielded in a cohesive action by a giant voting union, becomes a powerful voice that no Congressional leader or President can refuse lightly—power is restored to the people! That is the job of your PUA—and your help is needed if it's to have a chance at success.
