News ReleaseFOR IMMEDIATE RELEASE June 23, 2007PUA Announces BTAI Plan To Congress - Would Make Country Much Safer From Domestic Terrorism An innovative new plan was relayed to select members of Congress today that promises to make the US much safer from domestic terrorism while also solving a whole host of other issues, not the least of which is border security and illegal immigration, announce the Patriot Union of America (PUA), a citizen’s advocacy and national umbrella voting union.
The proposal lays out a clear path to removing 12 million illegal aliens from US soil without the need for law enforcement "round-ups." Using both "stick and carrot" incentives, the plan would offer illegal aliens who voluntarily enter the program up to $1,000 per adult and $600 per child once repatriated. To ensure the program concludes successfully within 16 months, with the goal of removing at least 92% of the more benign (non violent) classes, the program also sets new laws that would permanently bar from US soil or programs anyone caught in the US illegally after the temporary amnesty period expired (in about 16 months).
The primary goal of the program is to quickly and cost effectively remove as many illegal aliens as possible to free up law enforcement to focus on finding and capturing potential terrorists who are also here illegally. The major phase of the plan is designed to operate on a volunteer basis and does require law enforcement personnel to "round up" anyone, said organizers.
"We know criminals, gang members, and potential terrorists are not going to go home on their own---they're here to do us harm, but we'll never catch them in time to stop a major terrorist event unless we get serious about this problem and free up our law enforcement personnel to focus on this more violent group," said Xelan Bonn, PUA president. "To do that, we first need to repatriate the larger, more benign classes that are consuming the lion's share of our law enforcement efforts right now."
In 2003 INS study reported that there were over 78,000 illegal aliens on US soil from "countries of interest" known for their strong ties to terrorism. Coupled with the FBI's 2003-05 capture rate of potential and actual terrorists, an average of 139 per year, the PUA estimates it will take the US over 561 years to clear US soil of this major terrorism threat that open borders has allowed. However, under the BTAI plan, that time frame is shortened to about 3 years says the PUA.
"This plan keeps families together as they repatriate, and it offers them safe and humane treatment at every turn in the process in getting them back home, whereas attrition plans are not orderly, they can break up families, and they don't financially help illegal immigrants get re-established back in their homeland---only BTAI does that," said Bonn. "We need our laws enforced, we need security from terrorism, we need to free up our law enforcement and other resources, but also need to be a humane and caring citizenry---we are a great nation of people who care so let's keep it that way," he said.
The PUA estimates the BTAI might save as many as 20,000 American lives and over 5,000 foreigner's lives over the next decade if implemented in early 2008.
BTAI claims that even though it pays illegal aliens to return home voluntarily, the money comes from the vast savings in resources and other negative cost impacts while avoiding the potential for a $2.6 trillion price tag for rewarding and legalizing criminal behavior with amnesty schemes. The PUA estimates that over $50 billion in net savings for taxpayers will occur in the first year alone, with another $300 billion over over the next 5 years while greatly enhancing our national security regarding terrorism.
