Brief Project Overview

Through the Patriot Union of America's (PUA) national referendum project, Americans will soon be able to create, debate, and ensure new laws at the federal level, effectively bypassing Congress and the President (on occasion) using an innovative, military encrypted, on-the-ground verifiable, national survey, polling, and voting system that works from the comfort of any Internet connection.

This leap in democratic ability for all Americans to directly participate in the law making process nationally will bring our nation several steps closer to being a true democracy and will once again allow America to lead the world in creating the most advanced and secured democratic state ever devised in world history.

However, such great leaps forward for humanity and Americans comes at the price of community awareness, support, and funding assistance so all Americans are encouraged to learn about and lend a hand to helping the PUA move forward on this extremely exciting and beneficial project.

National Referendum System Overview

The NRS project promises to revolutionize democracy in America!

Soon, any US Citizen voter will be able to access the PIBOV system and vote on ideas, issues, and federal legislation toward formal law making--all with your help!

Once in place and working, the NRS will become a semi-public agency, separate from the PUA to known as the "National Voting Registrar" and operated by both volunteers, nonprofit board members, and government workers - all with public and grassroots oversight (completely independent to the PUA).

Imagine major national issues and new federal laws made by a strong majority vote of Americans on occasion. We will never replace Congress, but it's sure nice to be able to override them when we need to!

How It Works...

Voters will use two simple things to participate: 1) any Internet connection, 2)  and their PUA Vote Card ID number (later a NVR number), which uniquely identifies them as a qualified US citizen voter.

Voters will opt-in and take online surveys, polls, and participate in debate of proposed solutions. Winning solutions will be established using online voting. Votes will be certified using traditional techniques for on-the-ground certification and statistical sampling (e.g. certification teams will independently contact voters and verifying that their votes indeed match those shown on the final official tally).

Winning solutions will be crafted into laws and submitted to Congress for passage through traditional means (for now).

Future systems will allow the public to bypass and overrule both Congress and the President and will not require their approvals; new law passage will occur if the vote majority meets a pre-specified criteria (e.g. 60% majority win, etc.).

Security is maintained two ways: 1) high tech (military level) encryption, 2) official vote certification, which requires direct contact between the Certifying Agency and a minimum total of 3% national sample (from all states) of all participating voters (conducted off-line via phone, mail, or in person interviews by multiple independent certification agencies whose results must statistically verified). 

Why Would Americans Want This Higher Form Of The Democratic State?

1. It ensures a national culture that values the "we" rather than the "me" as well as values an educated and informed public, thereby helping to ensure such a reality.
2. It allows citizens more control over their own lives by empowering them to participate in the very laws by which they will live by.
3. It gives the citizenry the capability to override the US leadership when the leadership refuses to act or refuses to cooperate or compromise or gridlocks in partisanship battles.
4. It helps ensure the public is more involved with the political process, hence their future and their country overall toward creating a country that is more reflective of the people.
5. The system recognizes and values that citizens and their opinions have worth and can collectively rule themselves.
6. The system also recognizes that the citizenry is far too busy on a daily basis to become fulltime law makers, and that far too many laws are made by Congress and the President and that such critical tasks must continue unabated by these two institutions, which can not be supplanted, but can be given  public enhancement and oversight as may be needed or desired by the citizen voter collective.
7. That all governments, like companies and organizations, must evolve to meet the challenges and needs of a new era or run the risk of becoming obsolete and thereby defunct.
8. Such a system will not be perfect and will have its pitfalls along the way, however, in the long run, this historical undertaking could transform how democratic Republics function into the next century and beyond.
9. This system stands on the firm and proven ground that none of us are as smart as all of us! 
10. Offers a new and needed check and balance to our current system of governance, particularly draining off the ability of wealthy special interest groups or individuals to corrupt the system.
