Primary
Purpose
SAA is designed to quickly safeguard the
US homeland and protect Americans from terrorism by increasing border and port
protections and removing known and unknown internal threats from US soil via
both voluntary removal programs, forced attrition, and coordinated law
enforcement programs.
SAA equal role is to serve and protect
American citizens, reinforce sovereignty control and American nationalism,
combat the rising tide of Latino-based racism and discrimination that is
threatening decades of Civil Rights progress, to safeguard middleclass and low
income worker jobs and wages while protecting against further wage devaluation,
to end the centuries old practice of an artificially installed slave labor
component in American society and commerce, boost the national economy by
freeing up high-paying jobs to tax paying citizens, and increase tax revenues by
helping eliminate Black market labor enterprise and systems so deleterious to
our social systems and infrastructure, and to send a clear message to the world and
Mexico that illegal immigration, in any form, is intolerable to the American
citizenry and its government--by ensuring the prompt, orderly, humane, removal
of those persons who are on US soil illegally--many who still pose a significant
domestic terrorism or criminal threat to Americans--the overwhelming majority of
who have committed at least one felony to enter the US illegally, secure work
papers, and work illegally.
SAA permanently ends illegal
immigration by eliminating all potential rewards for illegal aliens while making
US soil safer by ensuring the removal of the vast majority of illegal aliens within 16 months
after enactment. SAA will secure our nation's borders within 6 months, and make the US
1000% safer from domestic terrorism within 3 years. SAA permanently stops the
proposed dual sovereignty currency, the "Amero," or like currencies
from being installed on US soil and thusly helping to erode or destroy US sovereignty.
Most importantly, SAA helps restore many of Constitution protections for US
citizens that have been eliminated in the so called endless war on terrorism.
SAA vs Attrition (aka
removing the hiring magnet only)
Attrition
leaves our nation and its citizens vulnerable to terrorism attacks
needlessly by allowing tens of thousands of illegal aliens known to be from countries
of terrorism sponsorship undetected on US soil for years to come, still able to plot and prepare
domestic terrorism events without hindrance from US law enforcement.
Attrition
can take as many as two decades to complete and will leave about 30-50% of
the illegal immigration problem unresolved even after that time, as
employers have proven they are willing to simply hire low paid illegal
workers for cash (off the books). Many illegal aliens do not work but
instead live off the proceeds of US taxpayers systems so current attrition plans
would not affect this group.
Attrition
is subject to being countered by political tides - amnesty scams can
threaten to rise at any time and be passed by an unscrupulous and unethical
select groups in Congress (or the 2009 White House) in the dead of night - costing US taxpayers from $3
to $36 trillion dollars over the next 30 years and threatening to collapse
the entire US economy through uncontrolled debt increases.
Attrition
does not treat illegal aliens or their family members as humanely as SAA -
attrition can separate families and leave the illegal alien without any form
of financial or health assistance toward the long road home (repatriation). SAA ensures the
safety of the family and their well being as they are repatriated humanely.
Attrition
is subject to political tides and unenforcement in every community or district, while SAA is
decisive and applies a coordinated effort using a spectrum of law enforcement
and federal personnel to achieve the program in quickstep fashion - federal
funding is immediately removed from those agencies and administrations,
(whether federal, state, or local) who might otherwise fail to comply with
SAA, thusly ensuring enforcement.
Attrition
(and current government capabilities) and other programs fail to timely
identify and background check those illegal aliens on US soil toward
identifying threats or benign persons - current background check systems
could not complete their work within a single decade if only 10 million illegal
aliens were amnestied, thereby exposing the US population to undue terrorism
threats for such a duration - SAA eliminates the need for slow and costly background
checks by simply applying deportation.
SAA
avoids taxpayers having to pay tens of billions of dollars for
"round-up" of illegal aliens and incarcerating them and instead
ensures their voluntary removal from US soil by setting strong incentives as
well as harsh penalties,
such as stiff jail and fines as well as permanently barring of any illegal alien
who remains on or who
returns onto US soil illegally from all US citizenship, visa, work, green card,
or other programs, or programs funded in part or full by federal dollars
whether on or off US soil, thusly ensuring the perpetual success of the
program and the permanent end of illegal immigration.
By
returning 12-20 million or more illegal aliens to their home countries, particularly
Mexico, SAA ensures against the securing of foreign nationals on US soil
(about 20% of the entire Mexican population is now on US soil illegally) who
can otherwise affect great harm through the undermining of national allegiance
(illegal voting) or by foreign country sponsored aggressions against the US
citizenry or nation by maintaining a strong foreign presence that aides and
abets the creation of the North American Union [the joining of the United
States with Canada and the third world narco-state of Mexico into a single sovereign
nation with a new form of government that abolishes the US Constitution and
US dollar - a treasonous scheme currently being progressed by the
"Security and Prosperity Partnership" agreement signed in secrecy
(exposed on CNN but not yet investigated or prosecuted by the FBI) by
President George W. Bush, Mexican President Vicente Fox, and Canadian Prime
Minister Paul Martin on March 23, 2005 in Waco, Texas).

Thumbnail Overview
In 2003 the INS reported that there were 78,000 illegal aliens from countries
of interest (known for their close ties to terrorism) who had already infiltrated US soil. The FBI's 2003-05 control and capture
rate of potential and actual terrorists averaged 139 persons annually. At that rate,
the current potential terrorist threat will not be removed from US soil for at
least 561 years! SAA could reduce this timeframe to
about 3 years!
Fueling urgency and the need to
quickly secure US soil is the fact that the latest National Intelligence
Estimate (Aug 07) assures us that not only is al Qaeda stronger than prior to
the Iraq war, but that they have been plotting since 2002 to enter the US from
Mexico with weapons of mass destruction. Al Qaeda's goal is to commit wide-scale
terrorism events on US soil toward achieving major American civilian casualties.
Several things will aid al Qaeda and
other terrorist organizations to achieve their goals. SAA seeks to eliminates
these security gaps.
Inadequate border security that
is currently operating at about 45% efficiency (100% efficiency = no person
or thing able to cross US border without knowledge of, and apprehension by, US law enforcement).
An extensive, well documented
international human trafficking system allowing Middle Easterner
terrorist to travel to Mexico unabated who are then able to assume Latin
American country identities and then cross the
US/Mexico border either on their own or with the paid assistance of the
Mexican military, Mexican organized crime syndicates, Mexican police, or a combination of
all who often work in concert as human and drug traffickers ( a fact
routinely denied by Mexican officials, of course, but having been well
established in border area news reports for several years as well as by CNN
reporting in Mexico City. In late 2007, CNN reported that most of Mexico
City's police are on narco-payrolls at the rate of $400 per month. Inside of
Mexico, most of the Mexican Congress is suspected of being on the payrolls
of narco mafias, according to informal surveys of Mexican residents).
An extensive black-market system
perpetrated largely by Mexican organized crime, which supplies those who come
to the US illegally with identification, Social Security cards, or identity
theft profiles, allowing them to work and live undetected on US soil.
A growing estimated 12 to 20
million (or more) persons on US soil illegally who are consuming as much as
70% of law enforcement resources (in some communities) through "catch
and release" law enforcement policies, which are severely limiting law
enforcement's time and capability in finding and locating potential and
actual terrorists, as well as traditional criminals.
Lack of law enforcement's interdepartmental
cooperation and facilitation of information and resources.
Deliberate White House violation
of Article 4, Section 4 of the US Constitution which requires the federal
government to protect the states (and their citizens) from foreign invasion
and the harms thereof.
The deliberate violation by
state governors and legislatures required under state Constitutions to
demand the enforcement protection guarantees provided under Article 4,
Section 4 of the US Constitution, as well as to demand repayment for all
financial losses to the state that have been incurred since the invasion
began (about 1986) [California and its citizens alone are likely entitled to
receive well over $100 billion dollars from the federal government under the
law, however, the Governor, when alerted to this fact, decided to purposely
ignore the issue in lieu of his own political gains - placing the
state in needless financial jeopardy].
Complicity of the Democratically
controlled Congress that refuses its duty to reprimand the White House or
impeach the President for his willful violations against the Constitution
and his sworn oath of office requiring him to uphold the Constitution.
SAA is designed to protect US
citizens and make US soil significantly safer from terrorism by:
Restoring faith on government
through giving Congress a second chance
to ensure the body's loyalty to the Constitution and the American people so
it can demonstrate decisively its ability to provide for the safety and security needs of
America and its citizens (Congress has failed the American people since the
1986 illegal immigration amnesty debacle as well as since the 9/11
terrorists attacks that demanded the securing of our borders but that has
been incompetently ignored thus far but demanded by the US citizenry - for
Congress shall be held directly responsible and culpable for the next
terrorist attack on US soil should the body fail to act prudently on behalf
of the American people in this regard).
Securing both southern and
northern borders within 180 days on a 5 year, strictly temporary basis
(until US Border Patrol services can be adequately ramped up) using border
area Sheriffs who can more quickly mobilize and ensure manpower along the borders
with adequate temporary border protection budgets.
Gives increased mandate to CIA
and other human intelligence networks of US security to eliminate human trafficking networks operating off
or on US soil and to transfer
critical information and evidence to the FBI for prosecutorial actions for any
foreign factions found operating on US soil.
Increases the FBI's budget
specially for the purpose of abating any and all black market identification
or identity theft operations that aid those on US soil to remain or operate
illegally (including employment fraud).
Ensures mandatory jail time for
those employers and personnel who deliberately aid or abet the hiring of
illegal aliens toward ensuring permanent success on this grave issue.
Removes about 92% of the illegal
alien population in the first 12-16 months through a voluntary, temporary
amnesty program that offers both strong incentives and harsh penalties as
further incentives
for participation and success of program.
After initial Phase 1 of
operations, SAA Phase 2 frees up law enforcement to concentrate on capturing and
removing the projected remaining 8% of illegal aliens ( an estimated and more manageable 960,000
to 1.6 million), who will likely refuse the Phase 1 temporary amnesty
and other incentives for otherwise voluntary participation due to their
criminal or terrorist affiliations (criminals and terrorists will never
cooperate voluntarily). Such absconders on US soil illegally will then designated as: 1)
Class One Felons, 2) and Potential Terrorists. When caught on US soil illegally,
such persons will be treated as such by local, state, and federal law enforcement--all who
have been mandated by federal law to investigate and confirm citizenship
during the SAA Phase I and II operations (no exceptions).
SAA ensures stronger
interdepartmental cooperation by setting-up an independent review and
investigative board, which can move across all federal, state, and local law
enforcement agencies and dictate key policy changes that must, by law, be
enacted within 90 days of start of program. Failure of government personnel to enact new policies
or provide full cooperation could result in all federal funding to the
violating city, state, federal, or agency violator/s to be immediately
suspended, thus ensuring
enforcement of the SAA laws and programs; stiff jail sentences and fines are
provides for all government personnel who willfully fail to obey the law or
direct others to disobey the law or otherwise fail to comply with the law -
thusly ensuring the enforcement success of the program.
Additional Benefits To SAA
SAA achieves this high national security action
and upholding of the rule-of-law humanely and
cost effectively while safeguarding the needs of US citizens and their families,
as well as providing humane and dignified treatment to those being voluntarily
repatriated, allowing families to stay together as they return to their home
countries--all while offering monetary stipend incentives to help illegal aliens reestablish their lives
in their home countries once repatriated.
SAA saves US taxpayers between $3 and $36 trillion dollars (refer: Heritage Foundation
study) over the next 30 years by denying
"amnesty" or "paths to citizenship" or "access to
taxpayer services" to those foreign persons who have entered or remained in
the US illegally. Avoiding the cost of
amnesty is crucial to the security of the US economy - a new $1 trillion per
year average debt would devalue the US dollar until full economic collapse occurred
sometime between Year 3 and Year 12 post amnesty.
[Note: amnesty =
non-deportation or "path to citizenship" for illegal aliens,
regardless of any fines or penalties imposed. The injustice lies in the fact
that those who entered or stay on US soil illegally are to be provided with a
reward for the crime, which would be eventual citizenship and the ability to remain on US soil
reaping the rewards denied to those waiting to legally immigrant to the US but
who chose not to do so criminally. Such criminal or illegal aliens who trespass
onto US soil who might receive an amnesty or path-to-citizenship would therefore
unfairly and unjustly reap the rewards of their
criminal gains while all potential law abiding immigrants (who obeyed US immigration law and
respected the US citizenry and their new country) are penalized unfairly.
Americans rightfully
and justly chose to live by rule-of-law and not by anarchy, even when ill-minded
politicians or race-based groups or foreigners might attempt to disguise such
scams as endeavors toward saving
humanity and aiding the world's poor or for purposes or benefits of commerce, even if by way of crushing the US Treasury
and making Americans and America much poorer through such ill-begotten or ignorant and foolhardy
attempts].
The claim by the criminal or
illegal alien that America has an excess of jobs so therefore they are entitled
to trespass borders is the equivalent to saying "well, the baker left his
pies on the counter and went in the back room so it's okay to steal them - the
logic is ignorant and disrespectful at best, but often used by the pro-illegal
alien community. Technically speaking, any political group that supports or
promotes criminal behavior is in and of themselves engaged in criminal behavior
and therefore are no better or have no more credibility and integrity than the
criminal they are seeking to lend aid to.]
Rather than fine and imprison all
illegal alien offenders (then deport them) under the current laws, SAA grants a
brief temporary
amnesty period and expedites the deportation process for those who enter the SAA
program voluntarily. Immigration related crimes are forgiven provided the
individual does not break the terms of the amnesty, which include never again returning to US soil illegally.
Amnesty is only issued once the alien has been officially repatriated.
The program utilizes the larger,
joint resources of excess Navy, Air Force, National Guard, ICE, DHS, and other
personnel to spread and reduce single agency manpower and budget impacts and to ensure that
those entering the SAA voluntary deportation system have clean, safe, sanitary,
temporary housing environments with ample nutritional and medical care to ensure
complete humane and operational success of the program. (All military personnel will be
operating under non-military authority, but because they are trained in helping
with large scale people processing and humane care operations, they are needed
to ensure program's success).
SAA also ensures program success by
mandating that all illegal aliens on US soil after the temporary amnesty period
expires (Phase 1) shall then be reclassified as felony trespassers to US soil. All
offenders at that point shall be permanently bared from US soil and all further
participation in any US visa, work program, green card or similar programs, including all programs funded with
all or part of federal dollars on or off US soil.
SAA temporarily waives most-all
illegal immigration related crimes of an individual (not gang or organized crime
or unrelated crimes) [i.e. fraudulent Social Security cards (felony), working
illegally (misdemeanor/felony), crossing the border (misdemeanor) crossing
border twice illegally (felony), using fraudulent
documents to obtain government services (felony), working for cash--tax evasion
(felony), etc.] during Phase I (12 to 16 months) and subjecting the individual
to compliance terms and conditions.
Those who voluntarily enter
the SAA program and who are repatriated are then eligible (as they might be under normal circumstances
without SAA) to apply for visa, temporary work programs, and the like as might
become available in the future. They are allowed to apply for such programs at
US embassies in their home country with proper security background checks.
Projected Costs
SAA reallocates the current budgets
(1-3 years worth) of the spectrum agencies involved and and their personnel
and resources and gives them to use for the SAA project, which is to be considered a national security
priority. An estimated supplemental cost of about $2 to $5 billion is added independently
to cover incidental
expenses, such as temporary housing facilities, etc.. Much of the funding for
SAA is come from the Iraq and Afghanistan war budgets, and designated as part of
that expense to cover homeland security terrorism protection (about $35-50
billion).
[The war, if stopped prematurely
or ended successfully is expected to bring an influx of terrorist to our shores
so it is only prudent that the US defenses be put in place prior to this
happening.]
All costs for the SAA program are
completely nullified in a 3 year long run by a projected new taxpayer savings exceeding
$100 billion in the first year of
operations alone and over $1 trillion over the following 5 years, given that the
illegal alien population in the US is currently estimated to be costing
taxpayers an estimated $200+ billion annually (even after their combined economic
and tax contributions are taken into consideration), not withstanding other potential
costs (such as those of an amnesty or path to citizenship scheme, etc.). These
cost savings are taken from the the budgets that are currently impacted and
reallocated to SAA temporarily so no new funding costs are incurred. However, in
order to start the program, immediate funding is created and loaned to SAA for
its use then repaid from future budget reallocations.
After there years, all temporary
budget reallocations will be dropped and normal budgets with normal cost of
living increases will be restored, as will be all social systems that were previously
negatively impacted by illegal aliens. Services will dramatically increase
across the board for US citizens and be halted or negligible for all illegal
aliens.
[Cures that heal the system and
ensure our national security require minor inconveniences and some sacrifices
from all US citizens and agencies, no exceptions. We are a country at war and
suffering from severe debt so rather than increase our national debt to pay for
SAA, we simply reallocate funding from all federal budgets to pay for SAA
temporarily.]

(people who die trying to cross US borders illegally).
Will protect children by ending
US trespass child-abuse by mothers or fathers who bring their children to
the US illegally under extremely harsh border-crossing conditions, thereby endangering the
lives of children needlessly and negligently.
Expedites the deportation
process, reducing tax dollar spending by as much as 40% during the SAA phase one process.
Helps ensure greater
interdepartmental and agency cooperation toward improving America's over-all
security in the years to come.
Frees up, in a timely fashion,
critical law enforcement
resources to focus on terrorism before US troops pull out of Iraq and Afghanistan---domestic
terrorism is expected to greatly increase once we pull-out or should the US
be forced to militarily engage Iran (Hezbollah already has an extensive
active network on US soil ready to engage the US citizenry should America
war on Lebanon or Iran in any way).

3. Safe
America Act (Under Panel Review - available to
public after 2-21-08)
SA Act is the actual bill proposal (that
will be converted into legalese once officially sponsored into Congress). It is
currently being edited for content and errors by the Review Panel. Version 1
will be the initial public release and Version 2 will be provided once the
public has had time to provide constructive input.
The crisis of the
West is of a collapsing culture and vanishing peoples, as a Third World that
grows by 100 million people -- the equivalent of a new Mexico -- every eighteen
months mounts the greatest invasion in the history of the world. If we do not
